Human Resources French Language Policy for Health Care Services

In 2013, the Santé en français Network in Manitoba, in partnership with health authorities and government bodies, undertook a strategic thinking process aimed at developing a policy and guiding principles for bilingual human resources. The first step was an environmental scan of bilingual human resources policies across Canada. Next, the strategic committee examined in labour issues related to French language health services in order to anticipate the challenges health authorities and organizations would face in developing French language health services in a minority setting.

In 2015, after the policy was developed, the committee drafted guidelines to support implementation of the policy. The Manitoba Ministry of Health adopted the Human Resources French Language Policy for Health Care Services in March 2016.
